At the City Council meeting on the evening of Tuesday, March 24, Administrative Services item 13A called for a, “ Single Audit Report Required for Federally Funded Programs for Fiscal Year Ended June 30, 2025.”
Total Expenditures of All Major Federal Program(s) was noted as $1,559,239, with Total Expenditures of Federal Awards $5,984,763 (Percentage of Total Expenditures of Federal Awards 26%).
“The City was categorized as Low-Risk (as defined by 2 CFR 200.518) by our auditors since there were no audit findings in the last two fiscal years during our Single Audit along with no internal control deficiencies that were identified as material weaknesses,” read the staff note. “Major programs audited during the past two fiscal years with no findings were the Federal Transit or GTrans, and Coronavirus State and Local Fiscal Recovery Funds.”
Staff recommended that the report be received and filed, and no vote was required.
Public Works item 17A called for the council to, “Award Engineering Design Services Contract for the Local Street Improvements Fiscal Year 2025-2026 and 2026-2027 Projects for various locations, JN 553 & 571, to DMS Consultants, Inc. in the Amount of $147,460. Additionally Approve a 10% Contingency in the amount of $15,000 and Budget Transfer of $1,130,000, SB1 Gast Tax Funds.”
The staff note read, “Staff is recommending that the City Council award the Engineering Design Services contract to DMS Consulting, Inc. based on their understanding of the project, qualification that includes past Gardena projects and lower fee by $76,128. The final design phase is expected to take approximately eight (8) months, after which the project will be advertised for construction bids.”
That item passed unanimously, as did item 17B: “Award Engineering Design Services Contract for the Western Ave Street Improvement Project, Redondo Beach Blvd. to Rosecrans Ave., JN 556 to Cannon Corporation, in the Amount of $154,927 and Approve a 10% Contingency in the Amount of $16,000.”
“Staff respectfully recommends that the City Council award a Engineering Design Services for the Western Ave Street Improvement Project, from Redondo Beach Blvd to Rosecrans Ave., JN 556, to Cannon Corporation in the amount of $154,927, and approve a 10% contingency in the amount of $16,000, to be utilized as needed,” read the staff note.
Finally, Recreation & Human Services item 18A called for, “Authorizing the Acceptance of a Home-American Rescue Plan (HOME-ARP) Grant and the Execution of a Standard Agreement and Related Documents with the California Department of Housing and Community Development.”
“To receive the funding from HCD, the City must adopt a resolution authorizing the acceptance of the HOME-ARP grant and the execution of a standard agreement and related documents,” read the note. “While the City currently only anticipates receiving $1,040,280, per guidance from HCD the resolution lists a not to exceed grant award amount at $3,000,000, in case of any future positive changes to the funding allocation.”
That too passed unanimously.
