Waste Resources agreement amended at council meeting

At the City Council meeting on the evening of Tuesday, January 13, Item 17A called for, “Consideration of a Request to Approve the Assignment of the Amended and Restated Agreement Between City of Gardena and Waste Resources of Gardena for Solid Waste Handling Services to USA Waste of California, Inc. and Approve Consent to Assignment and First Amendment to Agreement for Integrated Solid Waste Management Services.”

Staff recommended that the Council “Approve the Assignment of the Amended and Restated Agreement between the City of Gardena and Waste Resources of Gardena for Solid Waste Handling Services to USA Waste of California, Inc. and Approve Consent to Assignment and First Amendment to Agreement for Integrated Solid Waste Management Services.”

In a presentation by the client, a representative of Solid Waste Handling Services said that they will be increasing the number of paper shredding events from one to two per year. Similarly, there will be two Compost Giveaway events each year, raised from one.

In addition, the contractor is to implement a Bin Transition Plan, “to ensure all bins are properly labeled, have a clean and neat appearance, and are in good repair.” They further stated, “Added provisions to include customer refunds due to a strike, ability for City to temporarily contract with a third-party hauler during a strike and for Contractor to reimburse City for such cost, and customer and City notifications.”

That item passed unanimously.

Item 14A called for, “Substantial Amendment to the Fiscal Year 2025-2026 Community Development Block Grant (CDBG) Annual Action Plan.

Staff recommended that the Council, “Conduct a public hearing and receive testimony; Allow three (3) minutes for each speaker; Approve the proposed 2025-2026 Annual Action Substantial Amendment which includes reallocating $90,624 from the Fair Housing Services and Community Food Pantry Services Programs and $603,358 from the prior year rollover funds for a total of $693,982 to the Residential Rehabilitation Program; and Authorize the City Manager to execute and submit the plan, amendment and any other necessary and related documents to the U.S. Department of Housing and Urban Development (HUD).”

That item passed 4-1, with Council member Paulette Francis the one nay vote.

Finally, item, 20A called for, “Discuss and Consider the City Council Policy Guidelines for Proclamations, Certificates, Commendations, and Congratulatory Letters.” Staff recommended that the Council, “Discuss and Consider Adoption of the City Council Policy Guidelines for Proclamations, Certificates, Commendations, and Congratulatory letters.”

After a failed motion that saw Council Member Wanda Love, seconded by Francis, attempt to remove some wording and clauses, the motion passed as written. The vote was 3-2, with Love and Francis the two nay votes.
