According to a statement from JPI, “a premier developer of multifamily communities,” the company has announced the closing of a 2.14-acre site at 16911 S. Normandie Avenue in Gardena, California, “in joint venture with Chuo Nittochi America Corporation. The acquisition launches development of Normandie Apartments, a $125 million, 257-unit Class A community delivering much-needed housing to the job-rich South Bay submarket. JPI is scheduled to break ground in September 2026, with completion anticipated in March 2029.”
The 257-unit Class A community is expected to address one of Los Angeles County’s most severe housing shortages.
“The South Bay has a distinct profile shaped by coastal proximity, a diversified employment base, and long-standing supply constraints,” they say. “With only a handful of new apartment deliveries and construction starts over the past several decades, the South Bay remains one of LA County’s most persistently supply-constrained submarkets, despite significant job-driven housing demand anchored by the aerospace and defense industries.”

Normandie Apartments will deliver a “mix of studio, one-, and two-bedroom homes, alongside a full suite of upscale amenities: a resort-style pool and spa with cabanas, a rooftop deck, a state- of-the-art fitness center, a resident clubhouse and game room with karaoke and billiards, a quiet library and co-working space, and an open-air kitchen and BBQ area.”
