Gaming Agreement changed at council meeting

At the City Council meeting on the evening of Tuesday, September 9, Item 15A called on the council to “Approve Amendment to the California Cities Gaming Authority Joint Exercise of Powers Agreement to increase the annual contribution from $30,000 to $40,000.”

A staff note read, “On November 12, 2019, the City Council adopted Resolution No.6422 approving the Joint Exercise of Powers Agreement creating the California Cities Gaming Authority (“CCGA”), between the City of Gardena and the City of Inglewood. Over the past several years, the CCGA has on-boarded several cities, but unfortunately, in recent years some of these cities have discontinued their membership with the CCGA and the current annual contribution of $30,000 no longer meets the financial needs of the CCGA. At the Regular Board Meeting of the CCGA held on May 21, 2025, the Board of Directors of the three (3) remaining Member Cities, which includes the City of Gardena, the City of Inglewood, and the Town of Colma, approved to increase the membership fees of each Member City to cover foreseeable legal expenses.”

That item passed unanimously, 5-0, with all council members present.

Item 17A called for for the council to “Award Construction Contract for the Fire Station No. 159 Roof Replacement Project, JN 569, to Best Contracting Services, Inc., in the amount of $126,750, Approve Budget Appropriation of $32,000, Project Contingency and Declare California Environmental Quality Act (CEQA) Exemption.”

A staff note read, “Certain sections of the existing roof, original to the building since 1957, have developed leaks. Replacement is recommended to prevent further deterioration and minimize the risk of additional damage.”

There were two other quotes, but the one from Best Contracting Services was the cheapest. That item also passed unanimously.

Item 17B called on the council to “Reject All Bids for the Gardena Community Aquatic and Senior Center Swimming Pool Maintenance Services and Rebid the Project with Modified Requirements and/or Scope.”

This is due to the fact that only two companies submitted a bid out of four that were originally interested. Of those two, one company (Hasa) submitted their bid four minutes past the deadline and were deemed unresponsive. The bid was $118,800 for three years, $63,800 for two years, or $182,600 for five years. A second company’s bid, Sea Clear Pools, was a lot more than Hasa’s and so a rebid is deemed necessary. That bid was $407,100 for three years, $270,860 for two years, or $677,960 for five years. 

The item passed unanimously.

Staying at the same venue, Item 18A called on the council to “Approve Proposal and Purchase of Furniture for Gardena Community Aquatic and Senior Center from D&R Office Works, Inc. in the amount of $511,519.87.” That passed unanimously.

Finally, Item 19A called on the council to “Approve Contract with Transportation Management & Design, Inc. (TMD) at a Cost of $450,488 and a Project Total of $540,585.” Again, that passed unanimously.
